USM at 80% - zoom in to 100% and reduce the opacity

High Pass Sharpen and Blur

Allows you to control the amount of sharpening using blend modes and opacity. You can also soften an image

Sharpen paint-in

Run the Action - set White as your foreground colour and select a soft edge brush. Reduce the brush opacity to 30% and paint in the areas you want to sharpen.
